Bulk Fuel For The City Of Apache Junction

Background
The City of Apache Junction seeks proposals from qualified firms to provide Bulk Fuel services for its Public Works department. The goal of this request for proposals (RFP) is to enter into a non-exclusive term contract with a service company. This RFP process is authorized under Article 3-7 of Apache Junction City Code, Volume I.

The anticipated service start date is July 1, 2026, and the contract will continue through June 30, 2031.

Work Details
The contractor will provide bulk fuel delivery services including:
1. Annual fuel requirements: up to 6,000 gallons of red dyed diesel, 40,000 gallons of clear diesel, 80,000 gallons of unleaded fuel, and 10,000 gallons of E55 fuel.
2. Delivery shall be F.O.B. at the City of Apache Junction Public Works Yard located at 575 E Baseline Avenue, Apache Junction, Arizona within one calendar day after receipt of a telephonic order.
3. Approximately every 3 to 4 weeks, the City will order a minimum truck/trailer load of 8,000 gallons.
4. Delivery will be accepted Monday through Thursday between the hours of 6:30 a.m. and 4:00 p.m.
5. All fuels must conform to specific ASTM standards and environmental regulations as outlined in the RFP.
6. The contractor must provide mobile fueling services for generators if requested.

Period of Performance
The period of performance for this contract is from July 1, 2026, through June 30, 2031.

Place of Performance
The services will be performed at the City of Apache Junction Public Works Yard located at 575 E Baseline Avenue, Apache Junction, Arizona.

Bidder Requirements
Bidders must demonstrate qualifications to provide labor and materials necessary for the contract execution. They must submit evidence including licenses and certifications as required by state law and local ordinances. Additionally, bidders must have insurance coverage that meets specified limits and conditions outlined in the RFP.
