Benefit Administration with COBRA & FSA/HSA

Background
The Maricopa County Community College District (MCCCD) is seeking to engage a qualified Third-Party Administrator (TPA) to provide a comprehensive, fully integrated benefits administration solution. This initiative aims to enhance the District's ability to deliver high-quality benefits to its employees and their dependents.
MCCCD is one of the largest higher education systems in the U.S., comprising ten colleges and numerous education centers, serving over 200,000 students annually.

Work Details
The contractor will be responsible for providing a range of services including:
1. Employee Benefits Administration
2. COBRA Continuation Coverage Administration
3. Flexible Spending Account (FSA) Administration
4. Health Savings Account (HSA) Administration (if required in the future).
The contractor must ensure compliance with federal and state regulations, maintain confidentiality, and provide a user-friendly software platform for benefits management. Specific functionalities include secure enrollment processes, eligibility management, automated notifications, customer service support, and integration with MCCCD’s existing systems such as PeopleSoft HCM.

Period of Performance
The contract is expected to commence on August 17, 2026, with an initial term of five years and up to five optional one-year renewals. This could potentially extend the total contract duration to ten years.

Place of Performance
Services will be performed primarily within Maricopa County, Arizona.

Bidder Requirements
Bidders must demonstrate expertise in benefits administration across all states where MCCCD employees are located. They should have adequate organizational capabilities, licenses, insurance, and personnel to ensure efficient service delivery. Additionally, bidders must comply with all applicable laws and regulations while maintaining confidentiality of sensitive information.
