Background
The City of Goodyear is seeking qualified Job Order Contractors (JOC Contractors) to provide Job Order Contracting (JOC) services specifically for Water & Wastewater Services. The City may award multiple contracts under this procurement, with a maximum of five qualified contractors. The contract will have an initial term of three years, with two one-year extensions available at the City's discretion.
The purpose of this contract is to facilitate various water and wastewater projects through a series of individual job orders that will be cooperatively defined by the City and the contractor.
Work Details
The JOC Contractor will be responsible for a wide range of services including:
- Installation, replacement, improvement, modification, or repair of water systems
- Wastewater systems
- Stormwater systems
- Non-potable/remediated or reclaimed systems
- Wells, reservoirs and tanks
- Lift/pump/booster/pressure reducing stations
- Odor control facilities
- Disinfection systems
- Process equipment
- Electrical service
- Fiber optics
- Security systems
- Lighting and instrumentation systems
- SCADA and controls
- Mechanical systems
- Asphalt overlay and pavement rehabilitation
- New or restoration of pavement and associated landscaping including hardscape elements
- General site work
- Drainage structures
- Artwork
- Testing and disinfection services
- Obtaining permits or assisting the City in obtaining permits
- Responding to emergency work requests related to utility infrastructure improvements within the City’s rights-of-way.
Each job order will have a negotiated price as a not-to-exceed Guaranteed Maximum Price, with individual job orders not exceeding $5 million.
Period of Performance
The contract will commence on August 1, 2026, for an initial term of three years with options for two additional one-year extensions based on mutual agreement.
Place of Performance
The services will be performed within the geographic boundaries of the City of Goodyear, Arizona.
Bidder Requirements
Contractors must submit a Statement of Qualifications (SOQ) that demonstrates their qualifications and experience relevant to the project. They are required to comply with all local laws and regulations regarding business registration in Goodyear. Additionally, contractors must provide evidence of bonding capacity from an 'A' rated surety company. No exceptions to the RFQ or JOC Master Agreement are allowed unless explicitly stated in the SOQ.
