24th Street Water Treatment Plant Rehabilitation 2025 - Construction Manager at Risk

Background
The City of Phoenix is seeking a qualified Construction Manager at Risk (CMAR) for the 24th Street Water Treatment Plant Rehabilitation 2025 project. The CMAR will collaborate with the designer of record and City staff to ensure an efficient design approach. The estimated construction cost for this project is $69 million, aimed at rehabilitating various treatment systems that have aged since the plant's original construction in the 1950s and subsequent upgrades in the 1990s and 2000s.

Work Details
The CMAR will provide preconstruction and construction services, including:
- Replacement of presedimentation basin sludge collectors.
- Replacement of flocculation basin inlet gates and conversion of horizontal flocculator drives.
- Replacement of sedimentation basin weir plates and rehabilitation of blowdown systems.
- Upgrades/replacement of filter and master chemical control panels.
- HVAC upgrades for chlorine storage areas.
- Replacement of backwash clarifier collectors, piping, and valves.
- Addition of thickened sludge storage tanks.
- Replacement of solids building classifying cake conveyors.
- Upgrade of Zone 4 service water loop.
- Replacement of selected electrical components in the Admin Building, including air control panels and automatic transfer switches.
- Rehabilitation of raw water/pretreatment structures, including inlet gates, actuators, flowmeters, and pumps.

Period of Performance
The contract will commence upon selection and is expected to span several months leading up to completion by the end of 2025.

Place of Performance
The work will be performed at the 24th Street Water Treatment Plant located in Phoenix, Arizona.

Bidder Requirements
Firms must hold appropriate Arizona contractor licenses prior to submitting a Statement of Qualifications (SOQ). Only firms with physical business locations within Maricopa County are eligible to meet the Small Business Enterprise (SBE) subcontracting goal.
