The work of the contract involves providing Construction Manager at Risk (CMAR) Design and Construction Phase Services for the J.W. Powell Blvd. Extension Project. This includes coordinating with a Design Professional to complete both the design and construction of the project, which is located in Flagstaff, Arizona, between the existing J.W. Powell Blvd. on the south end and South Fourth Street on the north end. The project will be delivered using the CMAR alternative project delivery process.
The City of Flagstaff (Owner) is requesting Statements of Qualifications (SOQs or Proposals) from Arizona licensed Contractors for this project.
This contract is being initiated to facilitate the completion of the J.W. Powell Blvd. Extension Project. The selected CMAR Contractor will be required to enter into separate Design and Construction Phase Service Agreements, which will be awarded at the Owner's discretion. Services and associated fees will be negotiated after a qualified Contractor is selected. For phased projects, a separate Construction Phase Agreement will be used, with separate Guaranteed Maximum Prices (GMPs) for each phase of construction.
Contract requirements include providing CMAR Design Phase/Preconstruction Services such as reviewing and providing input on design, plans, schedules, quantities, cost estimates, subsurface utility investigations, and constructability. This will be done in coordination with a selected Engineering Professional to prepare comprehensive construction documents and develop the GMP for the project. The design is currently at approximately 30% completion, and the CMAR will have the opportunity to provide input on the construction documents before they are submitted to the Arizona Department of Environmental Quality for Approval to Construct.
