Background
The State of Arkansas, through the Department of Transformation and Shared Services Office of State Procurement, is issuing this Invitation for Bid (IFB) to procure master business auto insurance contracts. The contracts will cover two distinct trust fund programs: the Arkansas Multi Agency Insurance Trust (AMAIT) and the Arkansas Public School Insurance Trust (APSIT). These programs insure 109 state agencies and 95 public school districts and educational cooperatives across Arkansas. Work Details
The contractor will provide Business Auto Coverage and Excess Liability Insurance for both AMAIT and APSIT. Specific requirements include:
- Coverage for approximately 5,946 insured auto units under AMAIT policies and 5,313 under APSIT policies.
- Mandatory participation by state agencies in the resulting contract; voluntary participation by public school districts.
- The insurance must cover all owned autos, hired autos, non-owned autos, and specific vehicles as designated in the policy.
- The contractor must have a dedicated commercial lines Account Manager with at least five years of experience in commercial business auto insurance.
- Claims intake office located in Arkansas with 24-hour claims reporting capabilities.
- Compliance with various insurance standards including A.M. Best rating requirements and Errors & Omissions Insurance coverage of at least $10 million per occurrence.
- Submission of completed Auto Rate Worksheets for AMAIT and APSIT with pricing based on specified vehicle categories.

Period of Performance
The anticipated start date for the contract is July 1, 2025, with an initial term of three years. The contract may be renewed for up to four additional one-year terms, not exceeding a total aggregate term of seven consecutive years.

Place of Performance
The services will be performed within the State of Arkansas, specifically covering all participating governmental entities including state agencies and public school districts throughout the state.

Bidder Requirements
Prospective contractors must be licensed to do business in Arkansas and have binding authority with an admitted insurance company. They must also provide evidence of Errors & Omissions Insurance with a minimum limit of $10 million per occurrence. Contractors are required to submit a signed Bid Signature Page, completed Official Bid Price Sheet, Equal Opportunity Policy, Proposed Subcontractors Form, and other documentation as specified in the solicitation. Additionally, contractors must not engage in boycotts against Israel or certain industries during the contract term.
