Soccer Field Lighting

Background
The City of Hot Springs, Arkansas, is issuing a Request for Proposals (RFP) for the installation of soccer field lighting. The project aims to enhance the recreational facilities at Kimery Park and Linden Park, aligning with the city's mission to improve community amenities and promote outdoor activities.

Work Details
The work involves providing and installing lights for the soccer fields at Kimery Park (271 Kimery Street) and Linden Park (309 Linden Park Lane). The specifications include:

- Kimery Park: Six (6) pole system;
- Linden Park: Four (4) pole system;
- Poles must be 60' in height, made of steel or aluminum, with anchored bases engineered for local wind loads;
- Average light level must not be less than thirty (30) foot-candles;
- LED fixtures with full cutoff design are required;
- BUG Rating must be U0 Dark Sky compliant with no up light;
- An optional smart lighting system controlled via a cross-platform device application is desired.

The contractor must specify the number of days required to complete the project and provide warranty details. All equipment must comply with state and federal safety requirements.

Period of Performance
The contract performance period is expected to commence upon award. Completion timelines will be specified by the contractor in their bid submission.

Place of Performance
The work will be performed at two locations in Hot Springs, Arkansas: Kimery Park located at 271 Kimery Street and Linden Park located at 309 Linden Park Lane.

Bidder Requirements
Bidders must provide a bid bond if the public construction contract exceeds $35,000. They are required to submit certificates for general liability insurance (minimum $500,000), workers' compensation, business license information, and State of Arkansas Commercial Contractors Licensing. Bidders seeking recognition as Disadvantaged Business Enterprises (DBE), Woman-Owned Business Enterprises (WBE), or Minority-Owned Business Enterprises (MBE) must provide certification documentation.
