Sign Language Interpreter Services

Background
The City of Little Rock is seeking to procure Sign Language Interpreter Services to support its mission of providing accessible communication for individuals who are deaf or hard of hearing. This Invitation To Bid (ITB) is directed towards businesses authorized in the State of Arkansas that are qualified to provide these services.

Work Details
The contractor will provide professional sign language interpreting services for various events and meetings as requested by the City. The services must be performed by certified interpreters who are fluent in American Sign Language (ASL) and familiar with the cultural nuances of the deaf community.

The contractor is expected to ensure that interpreters are available on short notice and can accommodate varying schedules, including evenings and weekends. Specific requirements include:
- Provision of interpreters for public meetings, training sessions, and other events as needed.
- Adherence to confidentiality standards and professional ethics in all interactions.
- Ability to provide both in-person and remote interpreting services as necessary.

Period of Performance
The contract will be effective upon award and will continue for a period of one year, with options for renewal based on performance and mutual agreement.

Place of Performance
Services will primarily be performed within the City of Little Rock, Arkansas, at various city facilities or locations where events are held.

Bidder Requirements
Bidders must certify compliance with several restrictions as mandated by Arkansas law:
1. Israel Boycott Restriction: Contractors must certify they are not engaged in a boycott of Israel for contracts valued at $1,000 or greater.
2. Illegal Immigrant Restriction: Contractors must certify they do not knowingly employ illegal immigrants for contracts valued at $25,000 or greater.
3. Energy, Fossil Fuel, Firearms, and Ammunition Industries Boycott Restriction: For contracts valued at $75,000 or greater, contractors must certify they do not engage in boycotts against these industries.

Additionally, bidders must possess all necessary licenses and certifications to operate within the State of Arkansas.
