Background
The State of Arkansas, through its Department of Transformation and Shared Services (TSS) Office of State Procurement, is issuing this Request for Proposal (RFP) to acquire a Plan Administration System and related services for the Employee Benefits Division (EBD).
The EBD is responsible for administering health insurance benefits for state and public school employees as a self-funded plan. The goal of this contract is to obtain a technology provider that can implement an integrated Plan Administration System that enhances the management of member information, vendor communications, and compliance with healthcare regulations.
Work Details
The contractor will provide an integrated Plan Administration System that includes functionalities such as:
1. Member administration, customer relations, accounting, medical claims data management, and pharmacy claims processing.
2. A system architecture that includes application servers running on Red Hat Enterprise Linux, PostgreSQL databases, and various tools like JIRA for change management.
3. Features to automate processes to minimize human error, including direct note deletion by supervisory roles with verification steps.
4. A dedicated Accounting Management Tool with capabilities for ad-hoc reporting, payment processing options (eCheck, ACH), integration with existing systems (like SAP), and customer statement generation.
5. A robust reporting system that allows EBD to create custom reports without vendor assistance while meeting all state and federal reporting requirements.
6. A Member Portal for users to view and update their account details, access documents, and check the status of appeals.
7. Compliance with HIPAA regulations and other relevant healthcare laws throughout the contract period.
Period of Performance
The anticipated start date for the contract is January 2025, with an initial term of three years. The contract may be renewed for up to four additional one-year terms or portions thereof, not exceeding a total aggregate term of seven consecutive years.

The services will be performed within the continental United States, specifically hosted on the State’s Amazon Web Services account.
