Description

Background
The City of Siloam Springs, Arkansas, is seeking proposals from qualified firms for Microsoft 365 Tenant-to-Tenant Migration Services. The goal of this contract is to ensure a seamless migration of data, settings, and permissions to a Microsoft Government Community Cloud (GCC) tenant with zero data loss. This initiative aligns with the city's mission to enhance its IT infrastructure and improve service delivery.

Work Details
The selected vendor will be responsible for the full migration of all associated data, settings, and permissions including:

- 327 email mailboxes (totaling approximately 2.6 TB)
- User mailbox rules and settings
- Calendar data
- 118 distribution group emails
- 900 GB of OneDrive data
- 4 GB of SharePoint data
- 101 Teams phone numbers with associated call history and voicemail data.

The migration must ensure that user license assignments are preserved, provide seamless cutovers with zero downtime for users, maintain security settings including MFA and Exchange security rules, and preserve all active app registrations and Power Automate flows. The vendor must also assist City IT staff with testing and cutover preparation.

Period of Performance
The full migration and go-live must be completed no later than June 1st, 2026.

The services will be performed at the City of Siloam Springs in Arkansas.

Bidder Requirements
Proposing entities must provide a minimum of three references for similar work completed. They should demonstrate experience with hybrid identity management and Azure AD Connect.
