Background
The State of Arkansas, through the Department of Finance and Administration, is seeking to procure Lawn Care Services. This contract aims to maintain the aesthetic and functional quality of state properties by providing comprehensive lawn care services. The Department's mission includes ensuring that state facilities are well-maintained and presentable, which is critical for public perception and operational efficiency.

Work Details
The Contractor will be responsible for providing lawn care services in designated areas around the Ledbetter Building and Ragland Building. Specific services include:

- Mowing four times per month during the growing season and two times per month during the off-season, with grass cut to approximately four inches in height.
- Grass clippings must be mulched or bagged and removed for offsite disposal.
- Leaf and light debris removal with each mowing service.
- Edging, weed eating, and blowing off sidewalks and curbs during mowing services.
- Pruning shrubs and trees twice a year (February and March), including debris removal.
- Seeding with Bermuda seeds twice a year (March and October).
- Pre-emergent treatment in March to control weeds, with additional weedkiller applications as needed throughout the growing season.
- Fertilization services in March/April and at the end of the growing season.
- Mulching twice a year (February and October), including old mulch removal, applying weed barriers, and installing new hardwood mulch.
- Removal of weeds in flower and shrub beds as needed.

Period of Performance
The initial term of the contract will be for one year starting from August 1, 2025, with options for up to six additional one-year renewals, not exceeding a total of seven consecutive years.

Place of Performance
Services will be performed at state properties located around the Ledbetter Building between 5th and 7th Streets and Wolfe and Battery Streets, as well as around the Ragland Building in Little Rock, Arkansas.

Bidder Requirements
Bidders must possess appropriate herbicide and pesticide licenses required by Arkansas law. They must also have all necessary licenses to operate within Arkansas. Additionally, bidders must certify compliance with various restrictions including not engaging in boycotts against Israel or certain industries, not employing illegal immigrants, and not being a Scrutinized Company.
