Background
The University of Arkansas (UA), located in Fayetteville, Arkansas, is seeking proposals for a Custodial Services Review Consultant to enhance the quality and efficiency of custodial services across its campus. This initiative aims to ensure reliable, high-quality, and cost-effective custodial services that align with the university's operational needs. The selected consultant will work closely with various departments including Housing, Facilities, Student Union, and Athletics to assess current practices and recommend improvements.

Work Details
The consultant will provide the following services:

1. Analyze current cleaning methods and staffing levels to identify potential improvements in organizational structure, cleaning efficiency, scheduling, quality control, and cost.

2. Review procurement methods for chemicals, paper products, equipment, and other custodial supplies.

3. Conduct a comprehensive campus-wide site visit to evaluate existing cleaning practices across all buildings and provide recommendations for enhancement.

4. Develop cleaning specifications tailored to each building's unique usage requirements.

5. Offer workload recommendations along with staffing or scheduling adjustments based on optimal cleaning levels for each facility, including estimated costs per cleanable square foot.

6. Analyze costs associated with labor, materials, and other expenses for each building as well as cumulative totals across all facilities.

7. Review green cleaning techniques and products while suggesting areas for improvement in sustainability practices.

8. Recommend data management strategies for better workforce management and cost containment.

Optional services may include designing a training program for custodial staff with at least two on-site training sessions.

Period of Performance
The contract term is expected to begin upon award and may last up to four years initially, with an option to renew for three additional years, totaling seven years (84 months).

The services will be performed at the University of Arkansas campus located in Fayetteville, Arkansas.
