Description

RESPONSES TO THIS BID MUST BE RECEIVED THROUGH THIS APPLICATION. RECEIPT OF RESPONSES BY ANY OTHER MEANS WILL BE REJECTED. All proposals must be received prior to the above date and time. Ensure you read and complete every aspect of this bid. DO NOT SUBMIT FINANCIAL/PRICING/COST WITH THIS BID. RESPONSIVE AND RESPONSIBLE BIDDERS WILL RECEIVE A SEPARATE E-MAIL AFTER THIS BID CLOSES. You are invited to submit a proposal in accordance with the requirements of this solicitation, which are contained herein. Review all aspects of the bid carefully to assure clear understanding. No information regarding the proposals will be divulged until a contract is awarded by the Purchasing Department. Acceptance of the Request for Proposal issued by the Buyer, as indicated by submission of a proposal by responder, will bind responder to the terms and conditions herein set forth, except as specifically qualified in any addendum issued in connection therewith. Any alleged oral agreement or arrangement made by a responder with any agency or the Buyer, or an employee of Pulaski County will be disregarded. This solicitation does not commit Pulaski County to award a contract, to pay any costs incurred in the preparation of a proposal, or to procure or contract for the articles or goods or services. Pulaski County reserves the right to accept or reject any or all proposals received as a result of this request, or to cancel in part or in its entirety this proposal if it is in the best interest of Pulaski County to do so.
Background
Pulaski County is seeking proposals from qualified companies to provide Crisis Stabilization Services for individuals experiencing behavioral health crises or those detained by law enforcement, as authorized by Arkansas Act 423 of 2017. The goal is to establish a Crisis Stabilization Unit (CSU) that offers non-hospital emergency services, including observation, evaluation, and treatment for psychiatric or substance use disorders. The CSU must adhere to standards set by the Department of Human Services (DHS) and incorporate Acute Crisis Unit certification standards.

Work Details
The CSU will provide the following services:
1. Crisis stabilization for individuals aged 18 and older experiencing psychiatric or substance use crises.
2. Hospital diversion services with on-site psychiatric care available 24/7.
3. Ongoing assessment, crisis intervention, and referral mechanisms for further care planning.
4. Triage services including emergency examination and immediate response capabilities.
5. Co-occurring disorder treatment with policies addressing trauma and specific provisions for such cases.
6. Continuous evaluation and observation of clients in crisis, ensuring adequate staffing at all times.
7. Medical supervision for detoxification services if licensed to do so.
8. Linkage services to higher or lower levels of care as needed, ensuring the least restrictive methods are used.

Period of Performance
The contract will commence upon agreement between Pulaski County and the selected company, continuing for three years with an option for one additional three-year renewal.

Place of Performance
Services will be performed at the Crisis Stabilization Unit located in Little Rock, Arkansas.

Bidder Requirements
Bidders must be certified as a Behavioral Health Agency and have a license to perform substance abuse treatment services in Arkansas. They must also be enrolled as a Medicaid provider in Arkansas. Proof of payment of local property taxes due in 2024 is required if the business address is within Pulaski County.
