Background
Washington County, Arkansas, is seeking bids for professional GIS and geospatial consulting services to support the Circuit Clerk's office in managing the county's geographic data infrastructure. The goal of this contract is to create, maintain, and update geographic data related to recorded easements and other property-related features.

Work Details
The services under this contract include:

1. Creating, maintaining, and updating geographic data related to recorded easements and other property-related features.

2. Identifying and retrieving easement documents and related records necessary for mapping from the County’s official land records or publicly available repositories.

3. Integrating newly created or updated data into the Circuit Clerk’s master GIS database in an industry-standard format (e.g., ESRI Shapefile, File Geodatabase).

4. Ensuring all geographic data meets or exceeds applicable federal, state, and local GIS standards for accuracy, metadata, and quality assurance.

5. Implementing version control and backup procedures to ensure data integrity and reproducibility.

6. Providing technical support and consultation to Circuit Clerk staff during normal business hours for GIS-related issues arising from this work.

Period of Performance
The contract period will commence upon award and is subject to annual budget approval; it may be a multi-year contract not exceeding seven years.

Place of Performance
The services will be performed in Washington County, Arkansas.

Bidder Requirements
Bidders must have a minimum of three years of experience providing GIS mapping services for county or municipal governments within Arkansas. They must demonstrate proficiency in GIS database management, version control, and data quality assurance. Additionally, bidders must provide proof of insurance coverage as required by Arkansas law.
