Toyota Vehicle Bid

Background
The State of Alabama's Department of Finance, Division of Procurement, is issuing a solicitation for the purchase of new non-alternative fuel Toyota vehicles for state agencies. This contract aims to establish a statewide agreement that allows local governmental agencies, such as cities, counties, schools, and universities, to purchase these vehicles. Non-governmental agencies, including non-profits, are not eligible to participate in this contract. The goal is to ensure that state motor vehicles are acquired from dealerships located within Alabama, thereby supporting local businesses.

Work Details
Suppliers are required to provide new Toyota vehicles as specified in the solicitation. Each bid must include pricing for base models that encompass all standard options and equipment, title and document fees, excluding options and delivery charges. Vehicle options must be sold at dealer invoice cost and must be factory installed unless otherwise approved.

The contract includes provisions for vehicle delivery with no charges for deliveries within 20 miles of the dealership; beyond that distance, a maximum charge of $2.00 per mile applies. Suppliers must also provide warranty cards and service policies upon delivery. The awarded contract will be for an initial period of 12 months with options to extend for up to five additional 12-month periods upon mutual agreement.

Period of Performance
The initial contract period is set for 12 months with options for renewal for up to four additional 12-month periods, contingent on mutual agreement between the state and the supplier.

Place of Performance
The vehicles must be delivered from dealerships located within the State of Alabama.

Bidder Requirements
Suppliers must attend a mandatory pre-bid meeting to qualify for bidding on this solicitation. They must comply with Alabama laws regarding vehicle purchases and registrations. Suppliers are required to submit proof of qualifications including manufacturer’s reseller authorization and must not engage in economic boycotts as defined by Ala. Act No. 2023-409.

Additionally, suppliers must be registered in the Alabama Buys system and provide necessary documentation such as E-Verify enrollment prior to award.
