Rural Health Transformation Program Consultant

Background
The Alabama Department of Economic and Community Affairs (ADECA) is issuing a Request for Proposals (RFP) for a consultant to support the Alabama Rural Health Transformation Program (ARHTP). This program aims to transform healthcare delivery systems in rural communities and improve health outcomes. It is funded by the Centers for Medicare and Medicaid Services (CMS) through a $50 billion initiative established by Congress. The selected consultant will assist in the administration and implementation of eleven initiatives outlined in Alabama's Rural Health Transformation Plan.

Work Details
The consultant will perform coordination, administration, and management services to assist ADECA in compliance with the Notice of Funding Opportunity (NOFO) and other CMS requirements. Key activities include:

1. **Program Development** - Provide expertise, resources, and information for developing program guides, requests for proposals, application reviews, and other necessary documentation.

2. **Implementation Support** - Assist in executing the eleven initiatives which include:
- Collaborative Electronic Health Record Initiative
- Rural Health Initiative for telehealth services
- Maternal and Fetal Health Initiative
- Rural Workforce Initiative for healthcare professional training
- Various complementary initiatives aimed at enhancing healthcare access and quality in rural areas.

Period of Performance
The initial contract term will end on October 30, 2027, with options for up to three one-year renewals subject to funding availability. The overall program is anticipated to conclude around October 30, 2030.

Place of Performance
Services will be performed within the State of Alabama as part of the ARHTP.

Bidder Requirements
Bidders must be registered to do business with the State of Alabama through Alabama Buys. They must also comply with various state regulations including certification that they are not barred from bidding or entering into contracts due to prior violations.
