PS - Administrative Services for Alabama Security Regulatory Board

Background
The Alabama Security Regulatory Board is responsible for licensing and regulating contract security companies and officers in Alabama. The Board aims to establish standards for licensure to ensure public safety, health, and welfare, as well as the integrity of the profession. Currently, the Board licenses approximately 13,325 armed and unarmed security officers and companies.

This Request for Proposals (RFP) seeks qualified contractors to provide administrative management, legislative monitoring, and logistical support services to the Board.

Work Details
The contractor will provide administrative office space including on-site conference space for meetings, a minimum of 300 square feet of storage for paper records, and standard office equipment with reliable internet connectivity. The contractor will also maintain communication services such as dedicated telephone and fax lines, manage correspondence and records related to licensing applications, renewals, and disciplinary actions.

Additionally, the contractor will conduct site inspections (minimum of 100 annually) to ensure compliance with Board laws. Other responsibilities include providing general administrative support, preparing financial reports, assisting in rule promulgation, maintaining a secure filing system for confidential information, and ensuring compliance with state regulations.

Period of Performance
The contract will be for an initial term of twelve months with options to renew for two additional twelve-month periods.

Place of Performance
Services will be performed in Montgomery, Alabama.

Bidder Requirements
Bidders must be registered in Alabama Buys and hold all applicable licenses. They must demonstrate experience in providing state government administrative services or submit professional references if lacking direct experience. Bidders are required to maintain liability insurance of at least $1 million and comply with E-Verify enrollment requirements.
