Opioid Settlement Grant RFP

Background
The Alabama Department of Mental Health (ADMH) is soliciting proposals for the Opioid Settlement Grant Program aimed at providing prevention, treatment, or recovery support services. This initiative is part of Alabama's efforts to combat the opioid crisis, which has significantly impacted the state. The total grant allocation for this program is $8,930,000. The ADMH seeks to enhance the health and well-being of individuals and communities affected by substance use disorders through effective service delivery.

Work Details
Proposals must focus on one of three categories:
1) Prevention Services aimed at reducing substance use and overdose deaths through community-based strategies;
2) Treatment Services that provide comprehensive care addressing the needs of individuals with substance use disorders; and
3) Recovery Support Services that assist individuals in regaining control over their lives post-treatment. Each proposal must outline specific strategies, target populations, and methods for evaluation. Applicants are encouraged to utilize evidence-based practices and demonstrate cultural competence in their approaches.

Period of Performance
The contract period will commence upon award notification and must begin no later than 120 days after the award date. Proposals will be accepted until September 8, 2025.

Place of Performance
Services will be provided within Alabama, with specific locations determined based on community needs assessments and data on substance use trends.

Bidder Requirements
Eligible bidders include public or private non-profit organizations certified by ADMH to provide prevention or treatment services. Organizations must be registered with the Alabama Secretary of State and participate in E-Verify. Proposals from agencies currently holding unspent Opioid Settlement Funds from previous rounds will not be considered.
