NP - ALEA Patrol Short Barrell Rifle Platform Kit

Background
The Alabama Law Enforcement Agency (ALEA) is seeking proposals for an upgraded weapon system platform, specifically a Patrol Short Barrel Rifle Platform Kit. The goal is to equip sworn personnel with a standard issued rifle that offers superior performance and reliability, ensuring compatibility and integration with existing equipment.

Work Details
The contract requires the supplier to deliver a fully assembled, semi-automatic, short-barreled patrol rifle with a barrel length between 12 and 15.9 inches. The kit must include 800 complete rifle kits, which consist of the rifle and specified accessories.

The accessories include options like the Holosun AEMS Green sight, Eotech HWS XPS2 Green sight, Aimpoint Duty RDS Red Dot Sight, Streamlight HL-X Rifle Kit, Magpul MS1 QD Sling, and Magpul PMAG MAG517 x3 magazines. The supplier must also provide a factory-certified armorer training course for up to 24 ALEA personnel within one year of delivery. Additionally, the supplier will implement a Duty Replacement Program for officers who are without their issued firearm due to official duties. A material defect warranty covering normal wear and tear is required.

Period of Performance
The initial contract period is two years, with the possibility of three one-year renewals upon mutual agreement.

Place of Performance
The delivery of products will take place at designated locations as specified by ALEA in Alabama.

Bidder Requirements
Bidders must comply with specific requirements including registration with the Alabama Secretary of State if they are foreign entities. They must also provide proof of qualifications such as manufacturer’s reseller authorization and adhere to all applicable laws including compliance with Ala. Act No. 2023-409 regarding economic boycotts.
