Background
The State of Alabama Office of Information Technology (OIT), through the Alabama Department of Finance, Division of Procurement, seeks contracts for network transport services to replace existing contracts awarded in 2019.
The current contracts for the State's communications networks are set to expire on September 30, 2024, and March 15, 2025. The OIT manages a private line Ethernet-based wide area network (WAN) serving over 400 locations statewide and has a robust infrastructure supporting various technology groups including Ethernet, MPLS, SIP, Enterprise Internet, Managed Integrated Service (MIS), Business Internet, and Satellite.
Work Details
The contract encompasses the provision of network transport services across several technology groups:
1. **Ethernet**: Private line service in point-to-point configurations with requirements for real-time data transmission, multiple VLANs, proactive monitoring, and compliance with industry standards.
2. **Multi-Protocol Label Switching (MPLS)**: Must connect to the State's core network at multiple locations and support multicast data streams with full routing capabilities.
3. **Session Initiation Protocol (SIP)**: Provide access to PSTN connections with high availability and capabilities for inbound/outbound calling.
4. **Enterprise Internet**: Symmetrical internet service with robust peering arrangements and support for IPv4/IPv6 addresses.
5. **Managed Integrated Service (MIS)**: Managed connectivity using multiple transport services.
6. **Business Internet**: Best effort service without guarantees on data delivery quality.
7. **Satellite**: Low latency internet service in fixed and mobile configurations.
Additionally, the supplier must maintain an online database for circuit inventory and provide real-time access to reports.
Period of Performance
The contract will be performed until the expiration of current contracts associated with the State’s communications networks on September 30, 2024, and March 15, 2025.
Place of Performance
Services will be provided statewide across various locations in Alabama including but not limited to Montgomery, Birmingham, Huntsville, and Mobile.
