Background
The Alabama Department of Environmental Management (ADEM) is seeking a contractor to provide gravimetric laboratory services to support PM2.5 and PM10 monitoring for National Ambient Air Quality Standards (NAAQS) purposes.
The goal of this contract is to ensure compliance with federal air quality regulations through accurate analysis of particulate matter filters.
Work Details
The contractor will provide the following services:
1. Receive, inspect, condition, and pre-weigh approximately 500 PM2.5 filters and 300 PM10 filters annually, recording pre-sample filter mass data.
2. Ship pre-weighed filters to designated ADEM field offices via Federal Express or UPS courier twice a month or more frequently as required by ADEM's sampling schedule.
3. Receive, inspect, condition, and weigh post-sampling PM2.5 and PM10 filters, recording post-sample filter mass data.
4. Prepare separate reports of gravimetric data and weighing laboratory QA/QC data, submitting all data to ADEM within 15 working days of sample receipt.
The facility must comply with all requirements outlined in 40 CFR Part 50, Appendix L regarding weighing laboratory conditions and procedures for gravimetric analysis.
Period of Performance
The contract will commence upon award and will have an initial term with options to extend for additional 12-month periods up to five years total, contingent on mutual agreement between the state and the vendor.
Place of Performance
The services will be performed at the contractor's gravimetric laboratory facility which must meet specific regulatory requirements.
Bidder Requirements
Bidders must demonstrate experience analyzing at least 5000 samples using the Federal Reference Method for PM2.5 through prior contracts with governmental entities.
They must also provide documentation showing stable conditions in their lab as per regulatory standards and submit a signed Quality Assurance Project/Program Plan (QAPP) with their bid.
