Medicaid Waiver Services RFP

Background
The Alabama Department of Mental Health (ADMH), specifically the Division of Developmental Disabilities (DDD), is issuing a Request for Proposals (RFP) for Medicaid Waiver Services aimed at supporting individuals with Intellectual and Developmental Disabilities.

The goal of this contract is to enhance the quality of life for these individuals through effective service delivery under the Intellectual and Developmental Disabilities Waiver Programs. This RFP is part of the state's commitment to providing comprehensive support services to eligible individuals.

Work Details
The selected vendor will be responsible for providing Medicaid Waiver Services as outlined in the RFP. This includes but is not limited to:
- Delivering person-centered services that align with individual goals and needs.
- Ensuring compliance with all applicable regulations, including HCBS Settings Rule requirements.
- Developing and maintaining staffing schedules that meet the needs of individuals served, ensuring appropriate staff ratios and availability of emergency support.
- Submitting a written mission statement that details the agency's philosophy, geographical areas served, populations served, and processes for service initiation and disenrollment.
- Providers must be certified community providers in good standing or demonstrate sufficient experience to provide the required services.
- The RFP emphasizes that subcontracting for service provision is not permitted.

Period of Performance
The contract period will commence upon notification by the departmental contracting agent after all required governmental approvals are obtained, with proposals accepted until February 28, 2025.

Place of Performance
Services will be provided within the State of Alabama, specifically targeting areas where individuals with Intellectual and Developmental Disabilities reside.
