ITB-HVAC BAS Service Contract Central Region Facilities

Background
The Alabama National Guard is seeking a contractor to provide HVAC Building Automation System (BAS) maintenance, repair, programming, and parts services for various facilities operated by the Joint Force Headquarters (JFHQ) and Facilities Management Office (CFMO) in the Central Region.
The goal of this contract is to ensure the proper functioning of HVAC systems across multiple locations in Alabama.

Work Details
The contractor will be responsible for providing hardware/software maintenance, repair, programming, and parts services for HVAC BAS as requested. This includes:
1. Providing all labor, transportation, tools, and equipment necessary to perform the work.
2. Responding to service calls within 2 working days for regular requests and within 24 hours for emergencies.
3. Submitting detailed quotes for each work order request that include technician hours, apprentice hours, and parts costs with markup.
4. Providing a detailed service report after each visit that includes date, location, facility number, technician names, purchase order number, labor hours, materials pricing, and signatures from JFHQ-CFMO representatives.
5. Ensuring all work complies with applicable local, state, and federal regulations.

Period of Performance
The contract will be effective from the award date until February 11, 2026.

Place of Performance
Various Alabama National Guard facilities located in the Central Region including cities such as Montgomery, Auburn, Clanton, Opelika, and others as listed in the solicitation.

Bidder Requirements
Bidders must meet specific requirements including:
1. Maintaining a business office within 200 miles of Montgomery, Alabama.
2. Being a Honeywell Authorized Controls Integrator (ACI - DIRECT).
3. Having certifications in Honeywell Niagara WEBS AX/N4 and/or WEBS N4 Advanced certification; Honeywell Spyder™ LON programmable controller certification; Honeywell Spyder™ BACnet programmable controller certification.
4. Meeting minimum insurance requirements: $1M Workers Compensation and Employers Liability; $1M Automobile Liability; $1M General Liability; $2M Excess/Umbrella Liability.
