Background
The State Employees’ Insurance Board (SEIB) is seeking proposals for Executive Search Firm Services to assist in the recruitment of a new Chief Executive Officer (CEO). The current CEO, William Ashmore, has announced his intent to retire after serving for thirty-seven years.

The SEIB provides health and dental insurance benefits to employees and retirees of state agencies through the State Employees’ Health Insurance Plan (SEHIP), which currently covers over 100,000 members. The goal of this contract is to attract, interview, and hire a qualified candidate for the CEO position, ensuring continuity in leadership and effective management of the SEHIP.

Work Details
The selected Executive Search Firm will provide the following services:
1. Solicit input from the SEIB Board of Directors and executive staff to understand the qualifications needed for the CEO position.
2. Assist in developing interview questions and evaluation tools.
3. Create a recruitment plan detailing advertising channels and selection processes.
4. Conduct a local and national search for candidates, including proactive outreach to potential candidates not actively seeking employment.
5. Review candidate qualifications against job requirements and recommend finalists to the SEIB.
6. Coordinate interviews and facilitate candidate participation.
7. Conduct reference checks for finalists.
8. Assist in negotiating terms of employment with the selected candidate.
9. Provide weekly status reports to SEIB leadership regarding the search process.
10. Notify candidates not selected for the position.

Period of Performance
The contract will be effective for one year from the date of execution, with an option for two additional one-year extensions based on mutual agreement.

Place of Performance
The services will be performed primarily at the SEIB's office located at 201 South Union Street, Suite 200, Montgomery, AL.
