DHR Franklin Co HVAC Filter replacement

Background
The Alabama Department of Human Resources (DHR) is seeking a contractor to provide HVAC filter replacement services across various county offices. The goal of this contract is to ensure that all HVAC systems are maintained with high-quality filters, thereby improving air quality and system efficiency. This one-time service excludes boilers and chillers and is critical for maintaining the operational standards of DHR facilities.

Work Details
The contractor will perform a one-time service to replace all HVAC filters in designated DHR county offices, excluding boilers and chillers. The scope includes:
- Replacement of pleated filters (standard for most HVAC systems) and HEPA filters (removing at least 99.97% of particles ≥ 0.3 microns).
- Suppliers must conduct site visits to assess the quantity, size, and type of filters needed for replacement per air handler.
- The unit price must cover all costs including travel time, mileage, labor, trip charges, materials, filters, supplies, and equipment rentals.
- All filters must be new and comply with a minimum MERV rating of 13.
- Installation must follow industry best practices for HVAC systems to maintain performance and indoor air quality.
- Suppliers are responsible for proper disposal of old filters and ensuring the installation of new filters is documented with the date replaced, company name, technician initials, and unit number written on each filter.
- After completion, suppliers must send pictures to the designated DHR point of contact (POC) showing clean replacement filters installed.

Period of Performance
The service must be completed no later than May 30, 2025.

Place of Performance
The work will take place at various DHR county office locations throughout Alabama as specified in the solicitation.
