Background
The Department of Human Resources (DHR) is seeking a contractor to provide HVAC filter replacement services across various county offices in Alabama. The goal of this contract is to ensure the proper maintenance and operation of HVAC systems by replacing all necessary filters, thereby improving indoor air quality and system efficiency. This one-time service excludes boilers and chillers and is essential for maintaining compliance with industry standards.

Work Details
The contractor will perform a one-time service to replace all HVAC filters, excluding those for boilers and chillers, across selected DHR county offices. The specific tasks include:

- Conducting mandatory site visits to assess the quantity, size, and type of filters needed for replacement per air handler.
- Providing pleated filters that meet a minimum MERV rating of 13 and HEPA filters that comply with ASHRAE standards (removing at least 99.97% of particles ≥ 0.3 microns).
- Ensuring all filters are new and properly installed while adhering to industry best practices.
- Coordinating with designated DHR Points of Contact (POCs) at each location for scheduling site visits.
- Completing the installation during regular business hours (Monday to Friday, 8:00 AM - 4:00 PM) without overtime or weekend work.
- Documenting the replacement process with inspection forms signed by technicians, including taking pictures of the installed filters for verification purposes.
- Properly disposing of old filters following all relevant guidelines.

Period of Performance
The service must be completed no later than May 30, 2025.

Place of Performance
The services will be performed at various DHR county offices throughout Alabama.
