Background
The State Employees’ Insurance Board (SEIB) is seeking proposals for Affordable Care Act Compliance Reporting Services. The SEIB is responsible for providing health and dental benefits to employees and retirees of state agencies through the State Employees’ Health Insurance Plan (SEHIP).

This RFP aims to assist with employer tracking and reporting under the Affordable Care Act, including the completion of IRS Forms 1094-B, 1094-C, 1095-B, and 1095-C for calendar year 2025 and beyond. The SEIB oversees a self-insured active employee plan and various other health plans.

Work Details
The selected vendor will provide services that include:
1. Assistance with collecting, managing, and organizing employee data for IRS reporting purposes.
2. Completion of Forms 1094-C (Minimum Essential Coverage) and 1095-C (Employer Shared Responsibility).
3. Fulfillment of employee mailings and electronic filings to the IRS.
4. Capabilities to conduct full-time tracking (30+ hours) and eligibility determinations.
5. A detailed plan outlining the process for data collection, management, integrity checks, and reporting to SEIB.
6. Options for generating IRS forms and transmitting them electronically to the IRS, including fulfillment services for individual statements.

Period of Performance
The contract will commence on October 15, 2025, and will continue until October 14, 2027, with three one-year renewal options available.

Place of Performance
Services will be performed primarily at the vendor's location but must comply with all applicable state regulations as overseen by the SEIB located in Montgomery, Alabama.
