Supply of Polyaluminum Chloride ( Delpac ) for Anchorage Wastewater Utility

Background
The Municipality of Anchorage is seeking bids for the supply of Polyaluminum Chloride, specifically Delpac 2020, to support the Anchorage Water & Wastewater Utility. This contract aims to ensure the provision of a chemical that meets specific standards for use in water treatment processes, thereby supporting the municipality's mission to provide safe and reliable water services.

Work Details
The contractor will supply 91,000 gallons of Polyaluminum Chloride (Delpac 2020) in 270-gallon disposable bulk bins. The product must meet AWWA Standard Specification No. B408-03 and be certified under ANSI/NSF 60 standards for drinking water additives.

The estimated quantity is based on a year's supply, with a total weight requirement of at least 938,144 pounds. Delivery locations include Eklutna Water Treatment Facility and Ship Creek Water Treatment Facility. The contractor is responsible for providing a Certificate of Analysis and Product Data Sheets with their bid, ensuring that all chemicals are free from harmful impurities and delivered within specified timeframes.

Period of Performance
The contract period will span from May 15, 2026, through May 14, 2027, with options for two additional years depending on the award of additive alternates.

Place of Performance
The delivery will occur at two locations:
- Eklutna Water Treatment Facility located at 30001 Eklutna Lake Road, Chugiak, AK 99567
- Ship Creek Water Treatment Facility at 8800 Bald Eagle Drive, Anchorage, AK 99504.

Bidder Requirements
Bidders must comply with all local regulations and demonstrate their ability to meet the specified chemical requirements. They must also acknowledge any addenda issued prior to bid submission. The contractor must not have been debarred from bidding on state or federal projects in the last three years and must provide evidence of compliance with occupational safety laws.
