SEF2456 Speed Carts

Background
The Department of Transportation & Public Facilities, HQ State Equipment Fleet, is soliciting bids for the purchase of 6 Speed Carts. This procurement aims to enhance operational efficiency and safety in managing traffic at airports and adjacent properties in Alaska, particularly under varying terrain and weather conditions.

Work Details
The contract involves the provision of 6 Speed Carts with the following specifications:

Each Speed Cart must include a trailer designed to accommodate a speed sign, with dimensions of 8’8" in length, 4’7" in width, and a deployed height of 97". The cart should feature a 160W solar panel, a 2” Class II ball hitch, and a gross vehicle weight rating (GVWR) of 1,250 lbs. It must be equipped with a speed display enclosure measuring 40” x 28.5” x 4”, made from 1/8” welded aluminum.

The cart should also include static regulatory signage measuring 26” x 6” x .08”, made from aluminum with 3M DG3 sheeting. Additional features include changeable speed limit placards, flashing “SLOW DOWN” indicators, and data storage capabilities via an SD card for vehicle count and speed analysis. All units must be new and meet current federal and state regulations including EPA emissions standards.

Period of Performance
This is a one-time purchase contract with delivery expected within a maximum of 180 days after receipt of order (ARO).

Place of Performance
The Speed Carts will be delivered to Anchorage, Alaska.

Bidder Requirements
Bidders must hold a valid Alaska business license at the time designated for bid opening to qualify for preferences such as the Alaska Bidder Preference or Alaska Veteran Preference. Bidders are required to submit documentation proving compliance with these requirements along with their bids.
