Background
The Department of Transportation and Public Facilities (DOT&PF), Division of Alaska Marine Highway System (AMHS), is seeking proposals for a qualified vendor to provide Salvage and Marine Firefighting (SMFF) services for all current and future vessels in its fleet. This requirement is in accordance with the provisions of the Oil Pollution Act of 1990 (OPA-90).
The AMHS operates as part of the State highway infrastructure, facilitating year-round passenger and vehicle travel across various locations in Alaska.
Work Details
The contractor will perform as salvor for the AMHS fleet, which includes vessels such as Aurora, Columbia, Hubbard, Kennicott, LeConte, Lituya, Matanuska, Tazlina, and Tustumena. Services to be provided include salvage operations, emergency lightering, marine firefighting services, and response to actual or potential incidents including Worst Case Discharge (WCD) events.
The contractor must identify themselves as the primary resource provider in Coast Guard Vessel Response Plans and maintain a signed Funding Agreement throughout the contract duration. Participation in training exercises to ensure compliance with State and Federal regulations is also required.
Period of Performance
The contract will commence approximately on July 14, 2026, and will run until July 13, 2027. There are four optional one-year renewals available at the discretion of the State.
Place of Performance
Work will primarily be performed at the contractor's headquarters and within navigable waters of the United States on AMHS vessels or in close proximity. This includes occasional open sea crossings from Alaska to Washington State.
Bidder Requirements
Offerors must demonstrate prior experience meeting specific criteria outlined in 33 CFR ยง155.4050 including documented history in salvage/marine firefighting operations, ownership or contracts for necessary equipment, trained personnel availability 24/7, ongoing training programs compliant with NFPA standards, successful participation in drills/exercises, insurance coverage for provided services, and sufficient capital to support operations.
Offerors must also certify that all services will be performed within the United States unless a waiver is requested.
