Background
The Alaska International Airport System (AIAS), which includes Ted Stevens Anchorage International Airport (ANC) and Fairbanks International Airport (FAI), is seeking proposals for a Winter Storm Efficiency Study. The AIAS has faced significant disruptions in operations due to severe and unpredictable winter weather events, particularly snow, affecting both airports. The goal of this contract is to enhance the efficiency and safety of AIAS operations during these winter storm events.
The Department of Transportation & Public Facilities (DOT & PF) is issuing this solicitation to find an experienced contractor who can provide actionable recommendations based on assessments and analyses.
Work Details
The contractor will conduct an assessment of existing policies and procedures, perform various cost-benefit analyses, modeling, optimization, and feasibility studies at AIAS airports. Deliverables include:
1) AIAS Winter Storm Emergency Management Plan;
2) Cost-benefit Analysis of Aircraft Control Mechanisms;
3) Inventory assessment for snow removal resources;
4) Assessment of Existing Operational Controls;
5) Review of Operating Agreement provisions;
6) Cost-benefit analysis comparing aircraft diversion strategies;
7) ANC Landside Snow Removal Study;
8) ANC Ramp Management Plan.
Phase 2 deliverables are optional and include long-term studies on airside parking and snow storage, feasibility studies on snow fleet reconfiguration, technological approaches for snow management, and proposals for airport-specific job classes.
Period of Performance
The initial contract term will be from approximately September 17, 2024, through December 17, 2024. Phase 1 deliverables must be completed by December 17, 2024. There is an option for a six-month renewal for Phase 2 deliverables until June 30, 2025.

The work will be performed at the Alaska International Airport System locations in Anchorage and Fairbanks.
