RFP 2026-1600-0270 - Healthy Alaskans - State Health Improvement Plan

Background
The Department of Health (DOH), Division of Public Health (DPH), Director’s Office, is soliciting proposals for professional services to plan and facilitate the revision of the State Health Improvement Plan (SHIP), known as Healthy Alaskans 2030. This initiative aims to enhance the existing SHIP through a collaborative and data-informed process, aligning with the Public Health Accreditation Board (PHAB) guidelines. The project seeks to engage various stakeholders across Alaska to ensure a comprehensive update of health priorities and strategies.

Work Details
The contractor will manage all aspects of meeting planning and facilitation for up to fifteen (15) workgroups, including agenda development, invitation distribution, and documentation of key points and action items. Deliverables include:

1. Facilitation of a structured review process engaging subject matter experts to assess progress toward existing SHIP priorities, identify emerging health issues, and refine evidence-based strategies.

2. Monthly updates to the Healthy Alaskans Core Team on workgroup progress.

3. A final, accessible document that presents statewide priorities, goals, strategies, and measures in an understandable format for partners and decision-makers.

4. Identification of actionable strategies for long-term sustainability of the workgroups beyond the contract period.

Period of Performance
The contract will commence upon award and is expected to be completed by May 31, 2027.

Place of Performance
The contractor must provide their own workspace; travel is not required for this contract.

Bidder Requirements
Offerors must comply with mandatory requirements outlined in Submittal Form F. The contractor must certify that all services will be performed in the United States. If any work is performed outside the U.S., a detailed request must be submitted explaining the necessity. Subcontractors may be used but must be disclosed in the proposal.
