RFP 2025-0500-0187 Special Education Intensive Reviewer
The Department of Education and Early Development, Division of Innovation and Education Excellence, is seeking for a contractor who will review intensive claims throughout the year and provide a list of approved claims for the annual OASIS Count. They will also be responsible for training staff and answering questions. One challenge includes implementing a new year-round system while responding to potential regulatory changes.
Alaska State Regulations require districts requesting additional funding under 4 AAC 52.700 must submit student level information as detailed in the regulation, and that supports the approval by the department of the intensive funding for students identified as intensive in Fall OASIS reporting. In the past, this duty was conducted by the Special Education team for new applications only; however, in accordance with the regulations, the department may review all files at any time to verify compliance. This procurement is to enable a year-round system to allow districts to submit claims as they are available. Claims submitted after the count date will be applied to the next year's count provided the student is still in that location on the next count period.
This position will also be required to document policies and practices as they develop under the supervision of the Special Education administrator.

This procurement is intended to facilitate a continuous verification process for all students classified as intensive.
Work Details
The contractor will be responsible for:
- Reviewing intensive claims throughout the year and providing a list of approved claims for the annual OASIS Count.
- Training staff and answering questions related to the review process.
- Implementing a year-round system that allows districts to submit claims as they become available.
- Documenting policies and practices under the supervision of the Special Education administrator.
- Conducting monthly meetings with the department to coordinate activities.
- Providing continuous documentation of processes and policies for a comprehensive review model.
- Sending annual notifications to districts regarding required actions, approvals or rejections, ongoing support, and final lists of approved/rejected reviews.
- Attending weekly SPED team meetings and annual director trainings in Anchorage.
Period of Performance
The contract will commence upon award in January 2025 and conclude on November 30, 2025. There are options for renewal for up to five terms, each lasting one year.
Place of Performance
The contractor must provide their own workspace; travel may be required to various locations within Alaska.
