Description

RFP 2024-07- Lobbying Services
Background
The City of Dillingham, Alaska, is a First Class City with a Council/Manager form of government, located approximately 350 miles southwest of Anchorage. The City serves about 2,300 residents and is a hub for the surrounding Bristol Bay region. The City monitors legislative and regulatory actions that could impact the community and has historically sought funding assistance for key infrastructure projects. To effectively represent its interests at the state and federal levels, the City is soliciting proposals for professional lobbying services.

Work Details
The Consultant will provide lobbying services to influence legislative or administrative actions as directed by the City. Specific responsibilities include:

A. Receive guidelines from the City Council via the City Manager to promote or oppose legislative actions.
B. Communicate with the City Council to gather necessary information to support lobbying efforts.
C. Spend significant time in Juneau during legislative sessions.
D. Accompany a City delegation to Washington D.C. annually.

The Consultant will also be responsible for arranging meetings, providing research, and enhancing communication between the City and government branches. Regular reporting includes:

A. Maintaining contact with the City Council on legislation and capital projects.
B. Providing written monthly reports detailing contacts, progress, changes in project status, and potential issues.
C. Traveling to Dillingham at least twice a year to meet with local officials.
D. Exercising professional judgment in all matters related to lobbying.

Period of Performance
The contract will be for a term of one year with an option for extension based on satisfactory performance reviews by the City Manager and City Council.

Place of Performance
The services will primarily be performed at the state level in Juneau, Alaska, and at the federal level in Washington D.C.
