Background
The State of Alaska, through its Department of Natural Resources (DNR), is seeking proposals for evaluating the technical and economic feasibility of Afforestation, Reforestation, and Revegetation (ARR) carbon offset projects on State lands. This initiative follows the passage of Senate Bill 48 in 2023, which authorizes the development of carbon offset projects to generate revenue through the sale of carbon credits while providing environmental, social, and economic benefits.
The goal is to identify viable ARR project sites and explore synergies with other carbon removal strategies such as biochar production and woody biomass burial.
Work Details
The contractor will perform a range of services including:
- Site screening and prioritization of candidate ARR project sites;
- Assessment of applicable carbon crediting methodologies;
- Baseline and additionality analysis;
- Preliminary carbon potential estimates;
- Market context and financial modeling;
- Risk assessment and mitigation strategies;
- Financing options analysis;
- Identification of environmental and social co-benefits.
Deliverables include a comprehensive feasibility report, GIS-based site maps, methodology assessments, carbon potential estimates, market/economic analyses, risk matrices, financing options, integration plans, and community engagement strategies.
Period of Performance
The contract term is approximately two years with an expected completion date by May 31, 2028.
Place of Performance
All work will be performed at the contractor's place of business within the United States.
Bidder Requirements
Offerors must demonstrate at least five years of experience conducting ARR feasibility studies or developing ARR carbon offset projects under recognized standards (e.g., Verra, ACR, Gold Standard). Additionally, offerors must hold a valid Alaska business license if subcontractors are used for work performed in Alaska.
