The Kodiak Island Borough is seeking proposals from qualified contractors to design and implement an immutable disk-based backup system with a minimum capacity of 150 TB of data retention, along with an air-gapped tape library solution. This project is funded by the FEMA Federal Cybersecurity Grant Program (SLCGP) and aims to bolster data resilience, mitigate ransomware risks, and ensure swift disaster recovery.
Work Details
The contractor will provide and configure the following:
1. A disk-based immutable backup system with:
a. An enterprise-grade server or equivalent appliance with at least 150 TB of immutable backups;
b. Immutable storage or Write-Once Read-Many (WORM) features;
c. Integration with existing Veeam backup application;
d. Support for incremental backups, data deduplication, and encryption (at rest and in transit).
2. An air-gapped tape library solution that includes:
a. A tape library capable of serving as a 'hot spare';
b. Automated tape handling features;
c. Integration with the Borough’s backup software;
d. Mechanisms for verifying tape data integrity and facilitating disaster recovery testing.
3. Implementation tasks including installation, configuration for immutable backups, secure network integration, and training for Borough IT staff on managing backups and tape operations.
Period of Performance
The project must be completed by December 31, 2025.

Bidder Requirements
Proposers must have a valid Alaska business license prior to signing the contract, be registered in sam.gov without suspension or debarment from Federal procurement programs, and have at least 5 years of experience implementing enterprise backup solutions.
