On-behalf of Levelock Village - Feasibility Study, Design, and Construc:on Plan for Community Green Energy Project

Background
The Levelock Village Council is seeking qualified contractors to design and construct a village-wide green energy-fueled microgrid. This initiative aims to enhance economic development and improve the quality of life for residents in Levelock, Alaska, a remote village in the Bristol Bay region. The project is funded through a BIA tribal electrification grant and must comply with BIA and tribal requirements. Completion is expected by August 31, 2028.

Work Details
The project will be executed in two main phases:

Phase 1 involves project design, including tasks such as project scoping, preliminary project concept development, on-site data collection, feasibility evaluation, and final engineering and design. Deliverables include a comprehensive technical plan detailing the current power system status, resource evaluations, market assessments for renewable energy options, and final engineering specifications for the microgrid facility.

Phase 2 focuses on construction tasks including procurement and staging of materials, actual construction of the microgrid and integrated power station, and training local employees for system operation. Deliverables for this phase include completed construction plans, safety plans, monthly updates during construction, and a training handbook for local employees.

Period of Performance
Phase 1 is scheduled to start on June 1, 2026, and end by June 1, 2027. Phase 2 will commence on June 1, 2027, with completion expected by August 31, 2028.

Place of Performance
The contract will be performed in Levelock, Alaska.

Bidder Requirements
Contractors must demonstrate experience in designing and constructing microgrid systems in remote environments. Preference will be given to entities certified as being 51% or more member or Indian-owned and controlled. Contractors must also comply with all applicable tribal, federal, state, and local laws.
