NATIONAL EMISSION STANDARDS for HAZARDOUS AIR POLUTENTS (NESHAP) ENVIRONMENTAL ASSESSMENT FOR 4413-17-AK NEWTOK 36 HOME ACQUISITION PROJECT

Background
The Newtok Village Council (NVC) is soliciting proposals for the National Emission Standards for Hazardous Air Pollutants (NESHAP) environmental assessment as part of the 4413-17-AK Newtok Home Acquisition Project. This project aims to provide professional asbestos sampling and laboratory evaluation for 36 residential structures in Newtok, Alaska, which are part of FEMA’s Hazard Mitigation Grant Program (HMGP). The goal is to ensure compliance with environmental regulations regarding asbestos in these structures.

Work Details
The selected proposer will conduct NESHAP environmental assessments on each of the 36 identified residential structures. The work includes:

1. Professional asbestos sampling and laboratory evaluation to determine the presence of regulated asbestos-containing materials (RACMs) at levels equal to or greater than 1 percent using Polarized Light Microscopy.

2. Laboratory analysis of samples collected during the assessments.

3. Preparation of official laboratory reports for each sample tested.

4. Compliance with FEMA’s HMGP regulations and guidance, as well as federal, state, and local laws related to environmental safety.

Period of Performance
Work must commence within 14 days after contract execution and be completed no later than December 22, 2025.

Place of Performance
The contract will be performed in Newtok, Alaska.

Bidder Requirements
Proposers must demonstrate experience in environmental sampling and analysis, comply with FEMA’s HMGP regulations, and ensure that any subcontractors are not debarred from federal work. Proposals should include a cost breakdown by task, hourly rates, and proof that firm personnel are not debarred or suspended from federal contracts.
