Description

The State of Alaska, Department of Environmental Conservation, Village Safe Water Program (department) is soliciting an Invitation to Bid (ITB) for a contractor to construct the Covenant Lift Station for the City of Unalakleet, Alaska. See the ITB for further details.

Background
The State of Alaska, Department of Environmental Conservation, Village Safe Water Program is soliciting bids for the construction of the Covenant Lift Station for the City of Unalakleet, Alaska. This project aims to replace an existing lift station that was originally constructed in the 1970s and refurbished in 2004. The new lift station will connect to existing sewer systems and improve wastewater management in the community.

Work Details
The contractor shall perform the following tasks:

1. Demolish the existing Covenant Lift Station.
2. Construct a new lift station adjacent to the existing site.
3. Replace an existing manhole with a new one and install a new terminal manhole adjacent to the new lift station.
4. Connect the new manholes and lift station to existing gravity sewer and forcemain systems.
5. Construct temporary bypass and pumping systems as required during construction to maintain sewer services.

The new lift station will include chopper pumps, rail systems, an overhead crane, a heating system, and a ventilation system. The contractor is also responsible for project management tasks including submittals, project schedules, meetings, labor coordination, and compliance with all permit stipulations.

Substantial completion is expected by September 30, 2026, with final completion by October 31, 2026.

Bidder Requirements
Bidders must provide evidence of a valid Department of Commerce Contractor Registration and an Alaska Business License prior to award. They must also submit a completed Contractor's Questionnaire if requested and provide bid security equal to 5% of the bid amount. The apparent low bidder must submit a Subcontractor List within five working days after notification.
