ITB 2025-1600-0261 Printing Services for Health Analytics and Vital Records

Background
The Department of Health, Division of Public Health, is issuing this Invitation to Bid (ITB) 2025-1600-0261 to solicit qualified bidders for the printing, shipping, and delivery of Certificate Stocks. This initiative aims to ensure that certified copies of Vital Records for Alaskans are printed to meet the highest national security standards.

Work Details
The contractor will provide printing services for two types of certificate stocks: 8 ½” x 7” and 8 ½” x 11”. The contract includes the following specifications:

- Orders will be placed directly by the state agency on an 'as needed' basis.
- Minimum order quantities are set at 40,000 certificates initially, with a maximum of 120,000 certificates per period.
- The paper stock must be seventy (70) pounds offset white paper with security features embedded in the fibers.
- Documents must incorporate 'toner grip' technology and include various security features such as intaglio steel plate printing, a delicate line lathe work border, and hidden images that are only visible from specific angles.
- Each document must have a consecutive number printed in red ink and be packed securely for delivery to the Bureau of Vital Statistics in Juneau, Alaska.

Period of Performance
The contract is expected to commence in April 2025 and will last for one year, with four optional one-year renewals available at the state's discretion.

Place of Performance
All services under this contract must be performed within the United States. The final delivery location for products is specified as the Bureau of Vital Statistics located at 5441 Commercial Drive, Juneau, Alaska.
