ITB 2025-1100-0185 - ADF&G Harbor Porpoise Aerial Line-transect Surveys

Background
The Alaska Department of Fish and Game (ADF&G), Division of Wildlife Conservation, is seeking qualified contractors to conduct aerial line-transect surveys of harbor porpoises in Southeast Alaska. The purpose of this work is to gather data that will inform population estimates for harbor porpoises in the primary waterways of Southeast Alaska. This initiative aims to enhance understanding and management of marine mammal populations in the region.

Work Details
The contractor will conduct aerial line-transect surveys using a twin engine or float plane, fixed, high-wing aircraft with seating for a minimum of three observers. The aircraft must have a fuel capacity for approximately 4.5 hours of flight time and be equipped with navigation software capable of loading predefined GPS points or transect lines provided by ADF&G.

The survey flights will occur between May 1 and June 30, 2025, with an anticipated total of about 25 flying days plus additional days for weather and maintenance. The flights will follow predetermined transects spaced approximately four kilometers apart over designated waterways. Observations will include not only harbor porpoises but also other marine mammal species. ADF&G will provide two observers and one data recorder during the surveys.

Period of Performance
The contract is expected to commence upon award in December 2024 and continue through July 1, 2025, with the primary survey activities scheduled from May 1 to June 30, 2025.

Place of Performance
The work will be performed across Southeast Alaska, including potential overnight stays in locations such as Juneau, Ketchikan, Petersburg, Sitka, and Skagway.
