Background
The Department of Public Safety (DPS), Aircraft Section is seeking bids for maintenance providers for DPS aircraft avionics. The primary location for this work is Anchorage, Alaska, with the capability to support offsite or emergency maintenance statewide, excluding Fairbanks. The DPS operates various fixed-wing and rotary-wing aircraft to fulfill law enforcement and wildlife enforcement duties across Alaska, necessitating reliable avionics maintenance services.

Work Details
The contractor will provide all necessary materials, labor, supervision, services, equipment, tools, supplies, and any other items required for the maintenance of DPS aircraft avionics. Specific tasks include:

- Scheduled maintenance tasks and inspections of avionics systems;

- Installation of new avionics and avionics systems;
- Unscheduled fault identification and rectification;
- Avionics systems certifications;
- Rewiring of aging aircraft electrical systems; and
- Avionics software updates.

The work will be performed on various aircraft models including Cessna 172, Cessna 182, Cessna 185, Cessna 206, Cessna 208 Caravan, Airbus H125, Piper PA-18 Super Cub, and Robinson R44. The contractor must maintain compliance with FAA regulations and ensure that all work is documented accurately in English.

Period of Performance
The contract will commence approximately on July 1, 2026, and will continue through June 30, 2028. There is an option to renew for five additional one-year terms at the discretion of the State.

Place of Performance
The primary location for performance is Anchorage, Alaska. Work may also be conducted off-site as needed throughout the state.

Bidder Requirements
Bidders must have a valid Alaska business license or obtain one prior to contract award. They must meet FAA qualifications under 14 CFR Part 65 and provide evidence of prior experience in maintaining similar aircraft within the last 24 months. All personnel working on State aircraft must be FAA certified Airframe and Powerplant mechanics. Bidders are required to submit documentation proving their qualifications along with their bids.
