Invitation to Bid (ITB) 2025-1200-0287 - Navigation Software Subscription

Background
The State of Alaska, through the Department of Public Safety (DPS), is issuing this Invitation to Bid (ITB) 2025-1200-0287 for a navigation software subscription. The purpose of this contract is to provide essential navigation tools for department pilots, ensuring they have access to up-to-date charts and databases necessary for their operations. This initiative supports the agency's mission to maintain safety and efficiency in aviation operations across Alaska.

Work Details
The contractor will provide subscriptions for Foreflight charts, approach plates, and Jeppesen navigation databases tailored for specific aircraft used by the DPS. The scope includes:
- A minimum of 38 pilots utilizing navigation accounts, with fluctuations based on personnel changes.
- All pilots must have a Foreflight Business Pro subscription.
- Specific airframes requiring Canadian map add-ons include King Air 350i, Cessna 208, and Airbus H125.
- Detailed requirements include various digital chart services and airport directories from Garmin and Jeppesen, with specific item numbers and quantities outlined in the ITB documentation.

Period of Performance
The contract will commence upon award around May 30, 2025, and will run through June 30, 2026. There is an option to renew for seven additional one-year terms at the state's discretion.

Place of Performance
The work will be performed at the contractor's place of business; however, all services must be conducted within the United States.

Bidder Requirements
Bidders must hold a valid Alaska business license prior to the bid deadline to qualify for preferences such as the Alaska Bidder Preference. They must also demonstrate prior experience as an authorized distributor for ForeFlight, Jeppesen, and Garmin subscriptions. Bidders are required to submit proof of their business license along with their bid.
