The Department of Transportation & Public Facilities, Alaska Marine Highway System (AMHS) is solicitating bids to result in a contract for a Marine License Insurance policy for the Department of Transportation and Public Facilities, Alaska Marine Highway System, Masters, Mates & Pilots.
The Bid opening is scheduled for 2:00 PM (Alaska Time) June 2, 2025 at DOT/PF Headquarters, 3132 Channel Drive, Room 350 in Juneau, Alaska.

Background
The Department of Transportation & Public Facilities, Alaska Marine Highway System (AMHS) is soliciting bids for a Marine License Insurance policy for its Masters, Mates & Pilots. This insurance is required under the Collective Bargaining Agreement of the AMHS, ensuring coverage for various professional risks associated with maritime operations.
Work Details
The contract will provide Marine License Insurance coverage that includes but is not limited to: Comprehensive License Defense, Basic License Defense, Loss of Income, and Subsistence Allowance Professional Equipment and Instruments.
The insurance policy must cover all Deck Officers holding U.S. Coast Guard licenses who are employed by AMHS while performing compensated work. The total number of positions requiring coverage is estimated at 79, which may vary with staffing changes. The insurance coverage will be provided without cost to the employees as stipulated in the union contract.
Period of Performance
The contract term will commence approximately on July 1, 2025, and will run through May 31, 2026, with options to renew for four additional one-year terms at the state's discretion.
Place of Performance
The services will be performed in Juneau, Alaska, where the Department of Transportation & Public Facilities is located.
Bidder Requirements
Bidders must possess a valid Alaska business license or commit to obtaining one prior to contract award. They must also have an A.M. Best Financial Strength Rating of B+ or above and provide evidence of experience in providing Marine License Insurance within the last five years.
Additionally, bidders must submit a copy of their current State insurance license or provide details of an Alaska-licensed insurance agent representing them.
