Description

Background
The Alaska Workforce Investment Board is updating its 2018 Alaska Liquified Natural Gas Pipeline Project (AK LNG) Workforce Plan to align with new projections ahead of a potential Final Investment Decision in December 2025. This update aims to ensure that Alaska's training capacity and workforce strategies are prepared to meet the demands of the state's largest energy project in decades. The Department of Labor & Workforce Development is issuing this Request for Proposals (RFP) to facilitate this update.

Work Details
The contractor will be required to perform the following tasks:

1. Update job demand forecasts for the Alaska LNG project using updated AGDC and Glenfarne data, the 2015 Bechtel labor study, and the 2018 plan.

2. Add comparative forecasts for at least three to five additional major infrastructure or energy projects across the state that may compete for labor, such as Ambler Access, West Susitna, and North Slope developments, including potential timeline intersections.

3. Map training providers' capacity using enrollment and completion data for high-demand occupations.

4. Conduct a gap analysis between forecasted labor needs and current training capacity.

5. Survey all Alaska training providers to identify barriers to scaling programs and their biggest challenges in increasing enrollment and graduation rates.

6. Recommend investment strategies to increase or double capacity in priority occupations, including estimated costs and implementation timelines.

Deliverables will include a final report, executive summary, supporting data files, and optional web-ready visuals.

Period of Performance
The contract will commence upon award around December 12, 2025, and is expected to be completed by February 28, 2026.

Place of Performance
The vendor may work remotely or from their own office; however, some travel to Alaska may be encouraged for stakeholder interviews.

Bidder Requirements
Offerors must hold a valid Alaska business license prior to the deadline for receipt of proposals to qualify for preferences such as the Alaska Bidder Preference. They must also demonstrate prior experience in workforce or labor market analysis, occupational forecasting or economic modeling, working with public agencies or labor training systems, preferably with experience in Alaska workforce systems or the energy sector.
