Whiting-Turner Contracting Co. of College Park, Maryland, has won a $26.5 million firm-fixed-price Navy contract to repair and renovate an industrial building and install process equipment to support munitions work at Naval Surface Warfare Center Indian Head Division in Maryland. The work is expected to be completed by April 2028.

Indian Head Industrial Building Details

Whiting-Turner will repair and renovate an existing industrial building at Indian Head. The award covers work on the facility itself rather than construction of a new building.

The company will also install process equipment in the building for munitions-related work. The Navy’s award notice describes the building work and equipment installation as parts of the same project.

Indian Head Modernization Background

Indian Head conducts research, testing and manufacturing involving explosives and propellants. The Navy has described a long-term effort to modernize the division’s energetics infrastructure, with more than 500 projects planned through 2032. In 2024, the Navy characterized the broader modernization plan as a $2.7 billion, 15-year effort. The Navy has not identified the building in Whiting-Turner’s award as a specific project in that plan.

At a March 2026 community event, the division reported that it had completed 174 modernization projects and had more than 400 planned for future years. The division’s work on production capability also includes a 2026 static firing of a re-grained Mk 70 solid rocket motor; the Navy has not tied that effort to this building contract.

Award and Contractor Background

The Naval Surface Warfare Center Indian Head Division awarded the contract after a limited competition that drew two offers. Whiting-Turner has also performed other Navy facility projects involving weapons and engineering infrastructure, including a China Lake design-build award with a potential value of $213.9 million for a cast propellant mix facility, a warhead casing operations facility and a motor assembly compound. That project’s listed performance end was June 2026.

Another Navy award to Whiting-Turner, potentially worth $116.7 million through October 2027, covers renovation of a Philadelphia Navy Yard building for a land-based engineering site and supporting infrastructure. More information about the contractor is available on its HigherGov awardee page.
