W.M. Jordan Wins $65 Million Joint Base Langley-Eustis Dormitory Contract

W.M. Jordan Co. Inc. of Newport News, Virginia, has been awarded a firm-fixed-price contract with a total cumulative face value of $65.2 million to build a three-story dormitory for 144 enlisted personnel at Joint Base Langley-Eustis in Hampton, Virginia. The U.S. Army Corps of Engineers’ Norfolk District is overseeing the design-bid-build project, which includes the building, utility connections and supporting site work. Completion is estimated for Dec. 10, 2029.

Joint Base Langley-Eustis Dormitory Details

Jordan will construct the dormitory with 12 accessible rooms. The solicitation calls for reinforced-concrete foundations and floor slabs, a structural-steel central core and building wings framed with load-bearing metal studs. Its exterior will combine brick, a precast-concrete base and glazed entrances.

The project extends beyond the building footprint. Jordan will place compacted fill to raise the site above the 100-year floodplain, connect the dormitory to installation utilities and build communications pathways, including an outside-plant cable route and manhole-and-duct system. The work also includes pavements, area lighting, security improvements and remediation of petroleum-contaminated soil within the building footprint. The facility must meet applicable wind, seismic and Defense Department force-protection requirements.

The dormitory’s furniture and interior planning document depicts sleeping rooms alongside shared activity, theater, fitness and laundry spaces. It describes furnishing as separately funded from building construction, with installation to be coordinated with completion and occupancy.

Langley Housing and F-22 Infrastructure Background

The new dormitory comes amid documented housing pressure at Langley. In an April 2024 installation report, Joint Base Langley-Eustis said it had the Air Force’s second-largest dormitory-capacity deficit. The report described an $86 million renovation of Renna Hall that was expected to accommodate 144 additional Airmen and was then scheduled for completion in August 2025.

The Norfolk District’s June 2025 workload forecast listed a planned “F-22 Dormitory, Langley” as a stand-alone construction procurement. The award notice and solicitation describe the awarded work as a 144-person dormitory at Joint Base Langley-Eustis.

Award and Contractor Background

Four bids were received for the unrestricted competition. The announced award action was $62.4 million, while the contract’s total cumulative face value is $65.2 million. During the procurement, the Corps revised drawings and specifications and removed a previously stated project-labor-agreement submission requirement.

Earlier planning figures were higher than the eventual award value. A presolicitation notice gave a preliminary construction range of $100 million to $250 million. A Defense Department report on unawarded military-construction projects subsequently listed the Langley F-22 dormitory at $81 million, showed a $106 million figure in its project information and said a reprogramming request was needed to address cost overruns indicated by bids. Those were planning and budget figures, rather than the value of Jordan’s awarded contract.
