VSolvit Wins $9 Million Navy Electronic Warfare Common Operations Environment Contract

VSolvit LLC of Henderson, Nevada, has received a $9.1 million Navy contract to provide an Electronic Warfare Common Operations Environment for Naval Air Warfare Center Weapons Division (NAWCWD) Spectrum Warfare operations. The Small Business Innovation Research Phase III effort builds on the topic “Generative Text Engine for Form Completion” and is intended to bring data workflows and analysis processes into an environment for correlation, system-status information, mission workflows, modeling and decision support. The Naval Air Warfare Center Aircraft Division in Lakehurst, New Jersey, awarded the contract. Work will take place in Chesapeake, Virginia, and Ventura, California, with completion expected in September 2027.

Electronic Warfare Common Operations Environment Details

VSolvit will provide an environment that integrates data workflows and analysis processes for NAWCWD Spectrum Warfare operations. The award identifies data correlation, system-status information, mission workflows, modeling and decision support as the environment’s functions. Chesapeake accounts for 75% of the work, with the remaining 25% assigned to Ventura.

The Navy’s original SBIR topic sought a tool to help users produce consistent, semi-structured text in forms and reports using domain-specific terminology. Its stated aim was to reduce the curation needed before that information could be used in analytics. The Phase III award applies work under that topic to the Spectrum Warfare environment; the award notice does not detail particular software deliverables or deployment milestones.

Award and Contractor Background

The Navy did not competitively procure the $9.1 million cost-plus-fixed-fee award. It follows two VSolvit awards under the same SBIR topic: a Phase I award in 2024 valued at $239,784 and a Phase II award in 2025 valued at $998,705.
