Vitol Aviation Co. of Houston has won a Defense Logistics Agency Energy contract worth up to $230.1 million to supply bulk fuel for military use. The fixed-price, economic-price-adjustment award covers performance in United Kingdom territories, Guam, the Philippines and Australia. It runs for one year with a 30-day carryover, and performance is scheduled to be completed by Dec. 31, 2027. DLA Energy made the award through its Western Pacific Bulk Fuels Purchase Program (WESTPAC).

Western Pacific Bulk Fuels Purchase Program Details

Vitol will supply fuel under orders placed against the contract for the award’s listed locations. The WESTPAC solicitation schedule describes the broader purchase program’s requirements for F76 naval distillate, JP5 aviation turbine fuel and JA1 aviation turbine fuel, with additives required for some JA1 deliveries. Those program-wide requirements are not a breakdown of the quantities awarded to Vitol.

The solicitation allows fuel to move by tanker, shallow-draft tanker, barge, truck, railcar and pipeline, depending on the receiving location. Its delivery schedule illustrates the range of facilities served by the broader procurement: F76 requirements include the fuel support point on Guam and Subic Bay in the Philippines, while other locations have different vessel or onward-distribution arrangements. Vitol’s award notice identifies its performance locations but does not assign the company each location or quantity in that broader schedule.

WESTPAC Background

WESTPAC is one of DLA Energy’s recurring annual bulk-fuel purchasing programs, with a Jan. 1–Dec. 31 delivery year. It covers petroleum requirements across the Western Pacific and Middle East; Vitol’s listed performance locations represent part of that wider procurement. According to DLA’s fiscal 2024 history, the agency awarded seven WESTPAC contracts for the year beginning Jan. 1, 2024, covering more than 602 million gallons of JA1, JP5 and F76 combined, at an estimated program-wide value of $1.7 billion.

Award and Contractor Background

DLA Energy received 19 responses in the competition for the current award. Vitol has previously supplied fuel through a similar regional procurement: a contract announced in October 2023 had an estimated value of $215.6 million for F76 and JA1 in the Western Pacific and Middle East, with performance through Dec. 31, 2024. That competition drew 14 responses. Vitol’s HigherGov profile lists its other federal awards.

This award was disclosed by the DoW in its daily press release. Additional contract details will be available on HigherGov in approximately 90 days under SPE60227D0456 after the contract is formally disclosed by the government.
