Vision Quest Wins $25 Million Cavalier Space Force Station Fire and Emergency Services Contract

Vision Quest Solutions Inc. of Rapid City, South Dakota, has won a firm-fixed-price contract worth up to $25.3 million to provide round-the-clock fire protection and emergency services at Cavalier Space Force Station in North Dakota. The 319th Contracting Squadron awarded the U.S. Space Force installation services contract after a competition restricted to small businesses. Performance is scheduled to run from Nov. 1, 2026, through Oct. 31, 2031.
Cavalier Fire Protection and Emergency Services Details
Vision Quest will staff the station’s fire and emergency services operation 24 hours a day, seven days a week. The performance work statement calls for at least 10 operations personnel per 24-hour shift to be available within 12 minutes of an alarm, including at least two certified and licensed emergency medical technicians. That staffing is separate from the continuously staffed emergency communications and dispatch center.
The company will respond to structural fires, wildland-urban interface fires, hazardous-material incidents and medical emergencies. Its responsibilities also include technical and confined-space rescue, defensive hazardous-material spill response, maintaining mutual-aid arrangements and participating in contingency exercises. The solicitation separately calls for maintenance of the installation’s defibrillators.
Beyond emergency response, Vision Quest will conduct fire-prevention inspections and education, investigate fire incidents, review fire-protection designs and manage permits for activities such as welding and other hot work. It will maintain response records in the Fire Emergency Services–Information Management System and send completed incident reports to the National Fire Incident Reporting System within 30 business days. The work statement also requires monthly reports in Space Force formats.
Cavalier Radar Mission Background
Cavalier is home to the 10th Space Warning Squadron and the Perimeter Acquisition Radar Attack Characterization System, or PARCS. According to a Space Force fact sheet, the radar supports missile warning and space surveillance, including monitoring for sea-launched and intercontinental ballistic missiles aimed at North America. The Space Force’s procurement justification sets a 98% operational-availability requirement for PARCS. Vision Quest’s contract covers emergency services at the installation, rather than radar operations.
Award and Contractor Background
The government received seven offers for the small-business set-aside. CGH Global Emergency Management Strategies held an earlier Cavalier fire and emergency services award valued at $25.1 million for continuous coverage at the station, according to the 2026 solicitation record. A collective bargaining agreement effective in October 2022 identifies CGH as the employer of firefighters, emergency medical technicians and dispatchers at the Cavalier fire department.
Vision Quest also holds a Cavalier guard services contract with a potential value of $3.9 million and a performance period extending through May 2028.
